If you are dissatisfied with the ck2 to eu4 converter from pdx, you can try the converter by that team which actually works. If you want a refund from pdx, you should ask them and not a team of volunteers. I did, and PDX refused refunds for their non-working converter.

Its the same issue that exists when converting EU4 to Vic2, that the HPM guy added a bunch of provinces to S. America, Africa, and Central Asia, but removed provinces elsewhere to cut down on lag. If there was ever to be an HPM to HOI4 converter it would probably need to have its province mapping redone to avoid errors.

You need to buy the CK2 DLC which allows you to convert to EU4. When you are ready, click ‘export game’ in the in game menu and the converter will put a mod in your EU4 folder which has the converted save as the start date. ... Technical problems: EU4 to Vic2 converter has not been updated since 1.22 or so. No idea if it's ever going to get updated, devs have been promising forever. Right now it just crashes. This mod is your EU4 save converted to work with Vic2. The converter does this through mapping the EU4 map to the Vic2 map. So, while the provinces don't exactly line-up between the two games, the converter handles this and assigns the best matches between EU4 and Vic2. There's no special mechanics in Vic2 for the HRE (as nothing like it exists in the base game), and there is no official EU4-Vic2 converter, so it would just act like any other country you ported over.
